Al-'Ankabut · 29:21
يُعَذِّبُ مَنْ يَشَاءُ وَيَرْحَمُ مَنْ يَشَاءُ ۖ وَإِلَيْهِ تُقْلَبُونَ
He punisheth whom He will and showeth mercy unto whom He will, and unto Him ye will be turned.
